Marriage Certificate

NB: The Embassy of Afghanistan is currently not issuing marriage certificates.

Afghan nationals residing in Norway, Denmark and Iceland can apply to the Embassy of Afghanistan in Oslo for the following certificates:

• Divorce certificate
• Certificate of celibacy

Applications for the above documents can only be made in person at the Consular Section of the Embassy. In addition to documents certifying their marital status, applicant individuals or couples must be accompanied by an appropriate number of witnesses and guarantors.

Checklist of requirements

Applicants for divorce certificate, both husband and wife must:

  • Be present through a pre-arranged appointment with the Consular Section at the Embassy.
  • Provide their original marriage certificate issued by a legally instituted authority in or outside Afghanistan. Marriage certificates issued in Afghanistan must bear the endorsement and official seal of the Consular Department of the Ministry of Foreign Affairs in Kabul, Afghanistan.
  • Bring two adult witnesses who can testify, in writing, about the divorce process.


Applicants for certificate of celibacy must:

  • Be present through a pre-arranged appointment with the Consular Section at the Embassy.
  • Show evidence to prove that they were under the age of 18 when they left Afghanistan to become refugee in another country. Applicants who were 18 years or older when they left Afghanistan must apply for a Certificate of Celibacy in Afghanistan.
  • Bring three adult guarantors who will guarantee, in writing, the celibacy status of the applicant.
  • Bring two adult witnesses who can testify, in writing, about the process.
  • Pay for the processing fee (see fees table below).

All applicants must also:

  • Provide two standard passport size photos of themselves. Photos must be taken directly off the face and show both ears.
  • Pay the applicable processing fee (see fees table below).
  • Provide documents verifying their identity, for example a passport.
  • Provide documents verifying current residency status in Norway or other Nordic countries.
  • Provide documents verifying the applicants’ current address, such as current utility bills.

Processing fees and postage costs

Payment methods

All certificate fees and other consular charges are only payable in Euros. Payment in any other currency will not be accepted.

The certificate fees and other consular charges must be paid by certified bank cheque (money order) made payable to “The Embassy of Afghanistan, Oslo”. A money order (or certified bank cheque) can be obtained at any high street bank, regardless of whether you hold an account there or not, by paying the required amount alongside any applicable fee.

Applicants who are applying in person at the Embassy can also pay by credit/ debit card upon applying.

Payments in cash, personal cheques or bank transfer are not accepted under any circumstances.

All payments must cover the total amount that is payable to the Embassy, including the relevant fee, bank charge, and any postal charge, if applicable. The payment must be received by the Embassy together with your application.

How to apply

The Consular Section’s opening hours are as follows: Monday to Friday from 9 am to 1 pm. The Consular Section is closed outside these hours as well as on Saturdays and Sundays.

At the appointed time, the applicants alongside witnesses and guarantors should arrive at the Embassy. Remember that in case of an application for marriage and divorce certificates, the presence of both husband and wife is essential. The Embassy’s address is as follows:

Interviews for marriage certificates, divorce certificates and certificate of celibacy are conducted by the Consul and can last for one to two hours. Usually, the certificates are issued at the end of the interview. In some cases, the applicants will be asked to return on a specified day and time to pick up their certificate(s). At the request of applicants, where their re-appearance at the Embassy is not necessary, their certificates and documents can be sent by post in which case the applicants will be required to present a registered, self-addressed return envelope or make the necessary payment to cover the postage cost.

Return of original documents

All original documents submitted as part of an application will be returned to the applicant after the due process is completed.
